Open Question: Should I call the police on the father of my cousin’s son?

My the father of my cousin’s child sells drugs out of the parking lot behind our building. Actually, I have no proof that he is actually selling drugs, but he hangs out in parking lot which is gated and in an alley. He doesn’t live in the building, but his mother does (and she is a friend of the family). I use to think he was homeless and living there (because that was the case when he got my cousin pregnant); however, there are other places to sleep in the building if he was truly homeless that are protected from the elements (laundry room, empty storage units, etc)
I came home late last night and saw this guy hanging out in the parking structure at midnight on a cold night and I got creeped out, especially since I from time to time have valuables in my car.
My cousin doesn’t talk about this guy much. All I know is she has told him there is no need for him to come around any longer because he doesn’t help with his child.
This guy isn’t a gang banger, and if he is a drug dealer…he obviously isn’t making any decent money. I’ve thought about calling the police on him, but I don’t have any proof that he’s doing anything other than loitering. On top of it all, he is the father of my baby cousin…and I have a deeply rooted distrust of LAPD in general. I’m not sure that putting another black man in jail will benefit anyone. His presence is more of an annoyance and discomfort; however there is no crime in our building.
The apartment manager is my aunt, and my dad is the assistant manager. When I bring the topic up to them, they don’t want to discuss it. Whenever I bring this guy up to anyone in my family, no one wants to discuss it.
